China is a maritime country; ocean provides a strong guarantee for china's sustainable socio-economic development. In order to make better use of marine resources, protect the Marine Environment, it must be conducted on the marine survey, monitoring and research, and marine equipment is a powerful tool to complete this job. The current as one of the three elements of the marine hydrological is extremely important in the marine survey; it has close relationship with marine hydrological laws and human activities at sea. The real-time monitoring and measurement of the current is the main content for marine scientific expedition, protection of the marine environment, marine environmental assessment, the development of marine engineering, marine disaster prevention and mitigation and military oceanography are all regarded it as an important parameter. So access the accurate, real-time information of the current becomes great significance for accelerating economic and national defense construction. There are many current observation methods, but one of them which are convenient and reliable is use various current meters.At present, according to measurement principle, the maturity current meters in the international have ultrasonic Doppler velocity meter, the propeller current meter, the electric magnetic flow meter, laser Doppler velocimetry, hot wire anemometer and particle image velocimetry. There are a variety of homemade current meter, but on the whole still could not satisfy the needs of china's hydrological flow measurement, and some products of them have complex composition, large volume and low accuracy. Based on this above shortcomings and the current meters development trend, used the inclinometer measurement principle, this topic in order to developed a current meter with small size, light weight, high precision, with data storage and display function, stable performance and high cost.Paper based on the subject Multi-Measurement Technology of current, which is one of the members of the National 863 program—three-dimensional marine environment monitoring. Introduced the current meter development at domestic and abroad, the design process, design requirements, device selection criteria, hardware design, software process, the graphic display of data and the interface programming. Then introduced the principle of current meter and gave the mathematical model. Through a series of testing in the laboratory and in the sea, the results showed that all of the indicators of the current meter meet the design requirements, can better meet the stability of the system, real-time and accuracy requirements, With friendly interface and perfect functions, this system can help researchers acquire current messages timely and accurately and will has wide application in the future.
