As an applied science, project management is widely used to improve working process and raise efficiency in work through systematic management and working style. This can help people to control the process technically and make the managing communication more smoothly by using project management software.Lewis' Project Management Model was summarized by Dr. James. P. Lewis from his practice and research in project management over 20 years. Lewis' Project Management Model emphasizes to accomplish a task by a standard consideration. Such way can be used in all kinds of projects. Now in China, many project managers come from long-time practice and are short of professional education. There is a big distance between them and those in the developed countries in how to manage a project. Compared with the abstract and complicated management theory, Lewis' Project Management Model is more specific and easier to be acceptable and understandable. For historical and political reasons, the former surveying and mapping information management of Qingdao remained on an old working mode by hand, which caused the surveying data can not match the data of property right. In order to meet the requirement of the real estate market, the construction of surveying and mapping GIS project was started to be built in 2004 in Qingdao. This thesis is based on a case study with a theoretic support. In the introduction part, the writer introduces briefly the background, the main purport and the writing technique. In the first chapter, the project management theory is introduced as an important applied course in the world. Then James. P. Lewis' Project Management Model comes into the second chapter and the writer explains the whole model part by part in order to let the reader know this model clearly. In the third chapter, all kinds of problems are enumerated together with the construction of surveying and mapping GIS project in Qingdao, which are solved in the fourth chapter through the application of Lewis' Project Management Model. And thus the whole project can get through smoothly. In the last chapter, the writer summarizes the practical experience, problems and the reflection of the application of the model in GIS project in Qingdao. The thesis introduces the way how to put Lewis' Project Management Model into the construction of surveying and mapping GIS project in Qingdao City. Firstly, the writer analyzes Lewis' Project Management Model in theory and then he tries to make the reader to understand Lewis' Project Management Model more thoroughly by introducing how to apply the theory to a specific project. Hope this thesis can contribute to the application of Lewis' Project Management Model in China's projects and the improvement of project management every walk of life in our country as a good and useful tool.
