Project management, which is an important part of modern management, has70years of development history, is identified as a process in the definite project cycle, using a variety of tools, methods, knowledge and skills, through the effective conduction of planning, organization, communication and control, make full use of the limited resources to complete the established project goals. Project management as a set of theories and methods of mature system in system engineering, in the face of the complex and volatile external environment, intense changes in market competition, vast and complicated system engineering, can effectively optimize the allocation of resources, improve efficiency, save cost, achieve the goal of project management.Scientific research projects with the general nature of the project, but also has its particularity, is suitable for utilizing the project management method to enhance the management level. This thesis uses the theory and method of modern project management, combined with the actual situation of the Beijing Genomics Institute of the Chinese Academy of Sciences, analyzes the existing problems of scientific research project management by original method, discusses the suitable operation mode and implementation method of research project management in BGI, establishing the process and system of a set of standardized, operable scientific research project management. The practical problems encountered in research project management aspects of BGI, have strong representative and universality in Chinese scientific research institutes of scientific research project management. The in-depth study on this issue can provide some beneficial experience for reference for similar research institutions of scientific research project management. This is important to promote the scientific institute deepening management reform, enhancing core competitiveness, has an important significance to achieve sound and rapid development.This thesis first introduces the existing problems in research project management of BGI and put forward the topic of project management applied in research project management of BGI. Then it introduces the development of project management, and on the basis of introducing the basic theory of project management and project characteristics, analyzes the feasibility and significance of the application of project management in scientific research project management. Then, the demand analysis to BGI on the conduction of research project management is carried on. The existing problem in process and system is cleared. Based on the analysis of actuality, the research project management mode, the overall implementation of the framework, the matrix organization management structure and appropriate incentive mechanism as the key content of the security system of BGI are promoted. According to the situation that the original scientific research project management process is not perfect, research project whole life cycle management process suitable for BGI is established. The scientific planning, project establishment, implementation, acceptance, and post-acceptance stages of the management process and management system are improved and standardized. According to the actual situation of BGI, the critical control point is set between each of the two stages, with a total of four. And the index systems for scientific research project evaluation in project establishment and acceptance are designed.Research results of this thesis are implemented in BGI since2012, the strategic positioning and the main direction of BGI in the "twelfth five-year" is established, the quantity of the scientific research project is effectively promoted; the quality of the scientific research project is improved, and the good application effect has been obtained.
