Research On The Method And System Development For Performance Evaluation Of Rural Traffic Projects Based On GIS

Recently,with the swift growth of the rural traffic projects, more attention has been increasely paid to the performance evaluation for the rural traffic project. but there are many issues in current rural traffic project performance evaluation indicators and evaluation methods, the same time, data collection and statistical waste a lot of time. All these problems prevent the implementation of the Performance Evaluation Hence,In this paper an attempt has been made to develop the rural traffic project performance evaluation system using GIS on the basis of optimization for indicators and methods of evaluation,which can give very low costs and improve the evaluation results, promote implementation of the performance evaluation in rural traffic projects.First of all, the paper defines the performance evaluation for rural traffic projects and analyses its characteristics. Put forward the method of values– dimensionality - goals - criteria and standards to establish the index system of performance evaluation for the rural traffic depending on the method of values-goals -criteria and Standards. Then the method was used to optimize index system of the rural traffic project performance evaluation that has been set up. Through comparing advantages and disadvantages between different methods, AHP is chosen. Then the undimensionalization methods and standard are developed on the basis of AHP. Based on the needs of the rural traffic project performance evaluation and the GIS characteristics, the frame of the system are designed. Depending on comparing advantages and disadvantages between different development platforms, VB and MapInfo are chosen as the development platform of the system.In the design of the system, spatial database based on MapInfo and attribute database for Access have been established to achieve management and analysis for the data. Then the system's basic functions of GIS are realized by MapInfo embedded in VB. On this basis, through language, AHP model that has set up is realized in the performance evaluation system by VB, and the performance evaluation system is used to measure the calibration weights. The same time quantization of index model and the model that is use to calculate the result of performance evaluation, are set up and are realized in the system through VB. The performance evaluation system is used in the performance evaluation for the rural traffic project of Zhejiang Province, and gets a good good purpose.The innovation of the paper is that propose the definition of performance evaluation for the rural traffic project, and the method to optimize performance evaluation indexes on the basis of many targets in every field; the project performance evaluation system of rural traffic project based on GIS is designed; MapInfo is embedded in the performance appraisal system by VB; AHP is used to measure the calibration weights, calculate and export the evaluation results by VB.
