| As an important support for China’s rapid development in the new era and an important means to improve people’s livelihood,the management process of major projects has always been a key issue in the field of project management research.And its complexity and diversity have become the most difficult points in the field of scientific research.In the whole life cycle of major projects,decision management,as the basis and premise of a series of project management,occupies a very important position in major project management.However,the research on decision management at this stage mainly focuses on the definition and specific implementation of decision management,and there is less research on quantitative analysis of decision management.Therefore,this paper is based on the public characteristics of decision-making management of major projects,with major project decision-making governance as the core,and ability quantitative research as the main means,researching major project decision-making governance capabilities and its evaluation methods.In order to carry out a comprehensive research on the decision-making capabilities of major projects,this article first comprehensively sorts out related theories of major projects,decision-making capabilities,and decision-making governance.Secondly,we combed out the evaluation index system for decision-making and governance capabilities of major projects,and finally identified 32 evaluation indicators to construct a system for evaluation of decision-making and governance capabilities for major projects through interviews with relevant experts,and determined the combined weight of evaluation indexes through the entropy weight method and AHP analysis method.Third,based on the CMM model,a maturity model of major project decision-making governance capabilities is established to evaluate the development status of major project decision-making governance capabilities.Finally,the major project gas field group D project is introduced as an empirical analysis to verify the practicability of the index system and provide corresponding project guidance. |
