Research On Index System Of Strategic Environmental Assessment On Plans For Port Logistics Park

Strategic Environmental Assessment (SEA) of regional plans is one category of SEA and the related researches are carried out primarily. In the SEA, it is urgent to develop a set of indicators to analyze and assess the plans. In this paper, the historical and current researches on SEA are synthesized, especially on its work process and the features of port logistics developing field. A lot of methods are applied to select the indicators, including the system analysis, theory analysis, frequency statistic, expert consultation, relative analysis etc. The designed index system is of scientific, quantitative and applicable. And considering the practice of SEA in this paper is for Xiamen port logistics park, the index system of environmental impact assessment in port plan is also researched. After that, the proposed index system is then applied to the port logistics park of Xiamen for assessing its developing plan. Three scenarios for the future development of the logistics park of Xiamen are simulated through System Dynamic models. The simulation results are evaluated with the developed indicator system. It is indicated that the scenario focused on the harmonious development of the whole area will be the most appropriate development choice for the port logistics park of Xiamen.
