As“the third source of profit”,Logistics plans an important role in reducing costs ?improving efficiency and enhancing competitiveness etc,and it has become the lifeblood of the national economy.The potential in the field of logistics is gradually recognized and paid attention to by the society.City logistics is the logistics activity in the city of internal and external to meet the demand of people's life and economic activity.The development of urban logistics has a vital role in promoting the development of urban economy,and its capacity has become an important symbol to measure the degree of modernization and comprehensive competitiveness of a city.Therefore,the analysis and evaluation with objective and reasonable for the logistics capability,which has very important practical significance and theoretical significance.And it not only can provide decision support and theoretical basis for the government to make logistics planning and allocate logistics resource,but also can provide reference and experience for the development of other city.The depth research made for the urban logistics capability based on the methods of theory combined with practice and quantitative analysis combined with qualitative analysis,the main work and results are as follows: firstly,this paper analyzed the present research situation about the city logistics capacity and the fuzzy matter-element analysis,and summarized the most representative author?the main problems?the research blank and the development trend of the future.Secondly,this paper analyzed and selected the index of the city logistics ability,and constructed the index system which is suitable for the analysis of the Shenzhen logistics capacity based on the current situation of Shenzhen logistics.Then,this paper summarized the existing the analysis method for city logistics capability and its limitations,researched the fuzzy matter-element method of development?principle?algorithm and model and selected the entropy value method to determine index weight,and then,the paper used it to analysis the city logistics capability.Finally,this paper made the quantitative analysis for Shenzhen logistics capability,and found out the factors which restricting the development of logistics in Shenzhen,and putted forward the corresponding improvementmeasures and suggestions.The application example showed that the fuzzy matter-element is applied to the field of urban logistics capability,which can draw the clear and intuitive results.It has certain feasibility and applicability.And this paper provided a new analysis method for the analysis of city logistics capacity and offered reference to the other city.
