Human feeing abused forest so unconsciously in a long period that the environment deteriorated rapidly and seriously. As far as we are aware of the value of forest widely and deeply, much attention has put on the protection of forest. System of forest resources ecology subsidy, which is the topic of this thesis, is an efficient way to protect the forest. The thesis will discuss this system from four parts.The first part analyzes the key concept from meanings and confines. Firstly, we need admit the value of forest resource from economy and ecology so that we need expand the meanings of forest. Secondly, it analyzes the concept of ecology subsidy, which includes subside people whose legal right and interests are injured in the course of protecting forest and subside destroyed forest so that relieve the risk of forest ecology and maintain the sustainable development.The second part mainly describes the circumstance of forest resource and the risk and challenge in the development, including: shortage of resource, undeveloped industry; diminishing hectares of forest. The reason of the risk according to the investigation is the lack of the system of forest resource ecology subsidy. From the research of legislation on subsidy of forest resource in a long period, I find the vague aim of legislation led to much trouble. The third part will mainly find the resource to deal with such trouble from the basement of theory and the possibilties off practice. In the theory5 this part refers to two ways: one is subsidizing exterior economy using tax which is got by punishing those who obey the regular; second is to ascertain the ownership of forest resource. In the practice, resource and responsibility between government, market and legislation should be reutilized by referring to some developed countries about the advantaged countries.The last part is divided into three parts, which are guidelines, principles and systems. First, under the guidelines of sustainable development, ecology subsidy needs to account the essentials of human being and the limited factor in the development in order to release the ecology pressure from the newly borings by subsidizing people and compensate the consumption of ecology. Second, ecology subsidy should affirm the principle of "equivalence" and "effectiveness". Equivalence means the equivalent between the generations and a generation, and the balance between human being and nature. Effectiveness means the union of economy and ecology. The last mean is the particular measures. On the subject of subsidy, because of ineffectiveness in the government and market, the key solution is definite ownership and the realities to exchange it and the improvement of systems on information. The ways of subsidy of course need to expand including not only the capital, also technology and objects.
