Research On The Theory And Method Of Establishing The Price System Of Pay Sea Area Usage

There are far-flung sea area and abundant resources. Our government established the price system of pay sea area usage, and collected charge for the sea area resource to manage sea area aiming to utilizing and developing it efficaciously and rationally. < The Law of the Management of the Sea Area Usage of The People's Republic of China > which was brought into effect in Januray 2002 has improved the efficiency of utilization and development of sea area, and made the price system of pay sea area usage in our country step into a new era. Howerer, the period of pay sea area usage in our country is shorter than the estern countries. And there are so many problems to be solved in practice. Because the researching on the pay sea area usage is just in the beginning in our country, and there are less researching domestic. So it is important for actualizing and developing the price system of pay sea area usage to study it.This paper is a type of theoretical discussion, including nine chapters. At first, this paper explains some items about price of pay sea area, and introduces the actuality and development of pay sea area usage in our country, particularizes and compares the actuality of pay sea area usage in several main countries abord. Having summarized the common grounds between sea resources and land resources, the paper introduces the land usage and ecological value theory to the price system of pay sea area usage. According to the natural and economic characteristics of sea area, together with some factors such as the location, the level of development of surrounding area, the way of the utilizing and the influence of the human activities on the resources and ecological environment, the paper puts forward to several new evaluation ways of price of pay sea area usage.
