Study On Quality Classification Evaluation Of Offshore Area In Hebei Province

Both sea area and soil are territorial resources assets.One important system for coastal developed countries using sea effectively and managing seacoast areas is to pay for the use of resources assets of sea area.Because the collecting standard of our country is mainly based on the local,there is no sound and sufficient support,and it can't present different parts' economic development and varied resources and environment conditions.Therefore,it is necessary to build up a scientific and reasonable theoretical system of evaluating how to use sea area.The study on the evaluation of sea area quality is both an important basis in assessing the collecting standard of using sea area and important measure for improving the compensation system for use of sea area resources.This thesis consists of both theoretical and empirical analysis.With the adoption of mature evaluation methodology of land quality,on the ground of marine categories,it relies mainly on multiple-factor index while making analysizing of sea area profits subsidiary to evaluate sea area quality categories:standardized extremum is employed to normalize all kinds of indexes;both analytical hierarchy process(AHP) and Delphi method are employed to assess index;cascade sequence and grid method are combined to define evaluation unit; based on the calculation of total score unit,sea area quality levels are ordered with the judgement of total score frequency curve and the condition of sea area profit.Finally,the evaluation of sea area quality categorization near Hebei Province is analyzed.Firstly,according to using type,the sea area in Hebei Province is divided into 11 large-scale types and 15 small-scale types.Duo to the limitness of data collecting and the actual situation,only four kinds of sea which are used for harbor transport,sea coast tour, fishery reproduction and salt industry are being evaluated,with others not involved.With combining the investigation of present situation of offshore zones of Hebei Province and selecting the main influence factors,the author constructs quality evaluation index system which can show the present situation and characteristics of offshore zones of Hebei Province from the perspective of nature,economy and society,ft includes target level,system level, stratification level,and variable level as well as 28 typical evaluation indexes. According to the data collected in 2007,this study investigated different types of sea area quality and makes the following conclusion:sea used for harbor transport,sea coast tour, fishery reproduction are respectively divided into three grades,and sea for salt industry is divided into two grades.Accordingly,suggestions are made to manage sea area of Hebei Province.As an influence factor of coasting area,the socio-economic factor is put into the evaluation model.Quantitative analysis is employed to evaluate the effectiveness on the sea area quality made by socio-economic development of coasting area,which provides reference evidence for the development of coasting area and the policy making.The evaluation method and index system constructed by the author is practical and general,and they can be served as reference for the establishment of evaluation index system of other sea area quality.
