Irrigation Information Management is the best working methods for an irrigated area. The Irrigation Information Management must work on information. GIS as geospatial data acquisition ,storage, analysis, technical support of the core, it has become the indispensable means of information technology in large irrigated area of water resource management.We must build a 3D system to manage the an irrigated area. An VR system for analyzing water resources situation is necessary. So we must build a VR-GIS.I build VR-GIS in a way which between loose integration and closer integration in the paper. The paper research some frequently asked questions in build the VR-GIS .The main content in the paper is the following:1) Some problem in network communications such as coordinate match,transcoding and network communication control.2) How to Show Multiple data in GIS.All the problems have been resolved in the paper base on ArcGIS Engine and C#.Net 2003. In the paper, I take the data of Shulehe river Information System as an example.
