Research On China's Evaluation Of Basic Scientific Achivements

Basic science is the foundation of science and the source of technology. It is also the source of scientific and technological progress and innovation. The development process of developed countries shows that the basic scientific research plays a pivotal role in the implementation of innovative countries and the breakthrough progress that the new and high technology has made is mostly related to strategic plan of the previous basic research. As a result, China is paying more and more attention to basic science research which also gets stronger and stronger input. Attendantly, the results of basic scientific are appraised and paid close attention to, becoming the important means of scientific research management.Appraising the research results of basic science not only helps to improve the level of science in the whole society, but also helps to create good environment and condition for scientific research personnel, find outstanding scientific research personnel and stimulate scientific research personnel's enthusiasm, which is favorable to the rational distribution of resources. In China, appraising system in the basic science research has been pregnant and started since the 1990s, but most of them have been made according to foreign appraising mode. SCI was introduced earlier in China. However, because of the defect of SCI and limitation when applying it to the reality, China has to research and develop the method suitable for our country to measure and appraise the research results. Meanwhile, China combined international evaluation law of counterpart with its own specific conditions and set up counterpart's system of appraising, which is used to appraise the research results of basic science. Because the foundation and development of evaluation system needs constant exploration actually, it have congenital defect. Additionally, the management system of basic scientific research of our country and incentive system are not improved and it is influenced by Chinese traditional culture, such unreasonable phenomena exists as quantitative evaluation method and the method of peer review reversed relationship; the evaluation result violates evaluation purpose; evaluation subject is misplaced and connived and so on. China's present method can no longer appraise the research results of basic science fairly, reasonably and efficiently. Besides, academic corruption caused by evaluation and the confused status quo has seriously affected basic scientific research personnel's working enthusiasm, even the normal research environment.This text analyzes the defects in the main evaluation method of basic science research results and the problems when combined with Chinese research results of basic science. After introducing the advanced method to appraise the research results of basic science in developed countries, I think, to solve the problems in the evaluation of research results of basic science, China should strengthen legislation, introduce the third-party evaluation, and construct the evaluation system in the research results of basic science. Although the problems in the evaluation have much to do with Chinese present evaluation system, the perfect system does not exist because it needs gradual exploration according to China's level of development and specific national condition. But we should try to reduce the side effects the system causes on the results evaluation of basic science research when improving the evaluation method. So, in order to appraise the research results of basic science fairly, reasonably and efficiently, we need to establish a perfect evaluation system quantificationally and qualitatively in China to promote good and fast development in the field of basic science.
