Study Of Sustainable Development On Protection And Exploitation Of Cultural And Natural Heritage

Mulan Nature Reserve is situated in the autonomous county of Man and Mongolia minority, the most north region of Hebei Province with unique location and climate. Rich animals and plants in the reserve hold significant economical and scientific values and conservation benefits in ecological protection and biodiversity. The long history and the tourism value in its numerous cultural and historical sites and natural landscapes are gradually utilized. The further understanding of the relation between protection and exploitation in natural reserve and conservation and utilization of the resources will significantly advance the economic development in the region and prosperity of natural reserve.The paper is divided into 3 sections including followings:The first section includes chapter 1, chapter 2. This section gives the research significance through analysis of the protection and exploitation condition of World Heritage home and abroad at the present and concludes the content of the study. It studies the protection and exploitation of World Heritage according to the heritage's value and function based on theory of protection and exploitation and points out the problems and the trends in protection and exploitation of heritages which lay the theoretical foundation for the study of heritage resources in Mulan Natural Reserve in Hebei Province.The second section includes chapter 3, chapter 4, chapter 5 and chapter 6. This section introduces the general situation of Mulan Natural Reserve on the basis of classification survey of heritage resources and concludes the heritage values of the reserve after comparing its heritages resources with other world heritages and natural reserves. The section evaluates the heritage resources in Xiao Luanhe scenic of Mulan Natural Reserve by introducing the methods in tourism classification, survey and evaluation. Then ,it analyzes the spatial structure and plans the conservative zone for the natural reserve under the guidelines of functional division in natural reserve. It also gives the protection and planning measures after functional division of different zones in reserve. Finally, it gives SWOT analysis of the development of heritage tourism in Mulan Natural Reserve and calculates its environmental capacity and forecasts its tourist market.The third section includes chapter 7. This section puts forward the current problems in protection and management of Mulan Natural Reserve on the theory of sustainable development and it gives the feasible comments and suggestion for Mulan Natural Reserve according to the theory of sustainable development.
