The Research And Design Of Urban And Rural Integrative Cadastral Information System

Urban and Rural Cadastral Information System is based on national policies and regulations, takes the geographic information system as the technical support, integrates the urban cadastre and rural cadastre's data into the management of the same model, and carries on the change, the output in this model's foundation, achieves the synchronization to manage the urban cadastre data and the rural cadastre data goal. This article designs the Urban and Rural Cadastral Information System from 4 aspects: an integrative mathematical foundation of information systems, geographic base maps, data organization and functional design. The main content of papers and results summarized as follows:1. It has discussed the method of how to unify the national unification coordinates system and local independent coordinate system, and expresses the rural and urban land information to a mathematical space through using this method, has realized a region land information integrity, continuous management and expression.2. In the city and county level of the Urban and Rural Cadastral Information System, it usually constructs multi-resolution digital map as geography base map with 1:1000 and 1:1 million digital maps. It has proposed to use multi-resolution digital map to construct the urban and rural integration cadastre database geography base map, based on the quite present construction urban and rural integration cadastre database geography base map method. And it has carried on the experiment using two kinds of urban-rural scale topographic map data of Baiyin City, Gansu Province.3. According to the characteristics of urban and rural land survey, this paper proposes an idea which establishes the administrative village in the countryside to correspond the urban cadastral neighborhood, and based on the spatial information grid, discusses the method of taking administrative village as the unit to organize the cadastral data in the rural areas, taking the cadastral neighborhood as the unit to organize cadastral data in the urban areas ,which in the urban and rural integrative cadastral database. And it has carried on the experiment using the second land survey data of Jingtai County, Gansu Province.4. After the Urban and Rural Cadastral Information System completes, the cadastral information's scope is broader, the information to be richer, the cadastral management functions will be able to be more powerful. The urban and rural cadastral information system not only has the rural cadastral information system's function, but also has the land utilization information system's function, meanwhile designed some special function to adapt in the urban and rural cadastral management characteristic.
