The Design And Implementation Of Integrative Cadastral Management Information System For Urban And Rural

With the increase of urban and rural development as a whole, the existing urban and rural partition of cadastre management can’t meet the needs of urban and rural unified management. Therefore, to realize the urban and rural integration cadastral management is the most urgent task at present. Geographic information system(GIS) technology plays a vital role in the construction of cadastral management system. In this paper,the research subject of this article is cadastral management information system which developed by Bureau of Land Resources and Housing Management of Zibo, It analyzes the problems which exist in the existing cadastre management system, expounds the importance and necessity of building integration of cadastral management system. According to the characteristics of land resources survey and the GIS software, using ArcEngine, spatial database information technology. Research and design the urban and rural integrative cadastral management system. Based on the data library building, fully tap the GIS graphic management and spatial analysis, combined with the land register business, implementation the graphic and attributes combination manage, for land management department participated the macroeconomic regulation and control provide an important support, Play a effective land registration results information service for social economic development.The following research results are put forward.(1) Through detailed understanding the background and research status at home and abroad of the cadastral management system. Expounds the problems which exist in the existing cadastre management system, expounds the importance and necessity of building integration of cadastral management system and the importance and necessity of building integration of urban and rural cadastral management system.(2) Through analyses the situation of zibo present cadastral management system, based on fully understand the system demands, carried on an overall design of the integration urban and rural cadastral management system.(3) Research the data integration organization which along with the process of cadastral database construction. Aiming at the shortcomings of the traditional separately model of urban and rural cadastral management, and put forward integration of urban and rural cadastral management model, based on Oracle and ArcSDE to design the database, discusses the unity of the urban and rural cadastral coding management.(4) Discusses the several key technical problems in the process of system construction. Mainly includes the cadastral data organization and management technology, distributed database synchronization and update, multi-source heterogeneous spatial data exchange technology.(5) Based on ArcEngine, ArcSDE, with Oracle for data storage, Visual Studio for Visual development tools and C#. Development parts of the system functions, including system management, cadastral registration, query analysis, land statistics, cadastral data management, parcel change and so on.
