Study On Design And Development Of A Tailings Reservoir Safety Management Information System

Tailings reservoir is the necessary facilities to maintain normal production of mine. In recent years, China's mining industry has developed rapidly,and consequent the number of Tailings reservoir increased,also the scale expanded. Tailings security incidents have occurred frequently, the accident investigation showed that the traditional safety management model does not satisfy the safety management needs. Therefore, the state encouraged giving full play to the role of experts, At the same time, relying on progress of the scientific and technological, to improve the facilities and means of the tailings reservoir safety management by adopting advanced technology.In this paper ,thought of manage information systems has been introduced to the tailings reservoir security management field, and tailings reservoir safety management information system building programs has been proposed. Conducted a study on system development technology, functional module design, database structure design, and safety of the tailings reservoir safety management information system.Study the tailings reservoir safe management by the status investigation, busi- ness investigation,users analysis, function analysis and feasibility study, to achieve the system construction analysis. On the basis of the overall planning, combined with the practical work of Tailings reservoir management, through comparing existing technical characteristics and performance, to determine the key technology in system developm- ent. According to the principles of system development, conducted the general design of system, extended the overall framework, the whole system include the following subsystems: engineering data management subsystem, safety monitoring subsystem, Early-warning information management subsystem, WebGIS management subsystem, and information dissemination subsystem system. And conduct a study on the system security, while propose a corresponding design.By practical engineering applications, verified the practicability of the tailings reservoir safety management information system.Combined the actual situation of a tailings reservoir, designed the safety monitoring program, At the same time, according the practical business processes of the safety management, saved electronic files, as well as safety warning and online information release in the emergency situations, on the base of this system. Finally,conducted a systematic evaluation.Secure,stable,advanced tailings reservoir safety management information system improved safety management implementation,promoted the way innovation of tailings reservoir management, and further improved the decision-making level, effectively guaranteed safe operation of the tailings reservoir.
