Conflict is a situation with reciprocal opposition, in which there are some oppGsite aspects influencing and operating one another. Environmental conflict is an extensive phenomenon in environmental domain and the equitable and reasonable resolution of environmental conflict is the fundament for promoting the harmonious development between environment and man, man and man. The conflict theory of environment has been one of research points in the environment domain as one theory supporting sustainable development and has been got some achievements. In the paper, the methods and measurements toenvironmental conflict of regional pollution (ECRP) are inquired into supported by sustainable development theory, coordination theory, equity theory from the view of geography, then richens the theory and range of environmental conflict. The contiguous areas on Shanxi, Shanxi Province and the Inner Mongolian Autonomous Region (CASSM) is typical fragile ecology region in China and the important energy basement in China and word. The pollution problem has been one of important environmental problems in the region because of exploitation and construction of energy. The main research contents are as fellows: I Introduces in detail the concept, characters and types of environmental conflict and analyses the characters and causations of ECRP with the theory of sustainable development. 2 Analyses the detailed pollution situation in CASSM. The situation and its causations, for example, nature factors, are studied from the pollutant discharge, environment quality, environment disputes and so on. The results show the general environment quality is bad and has been polluted to a great extent. The number of environment dispute goes up gradually. 3 Based on the coordination theory, environment-economy conflict of Yulin city is analyzed, the results are that its environment-economy system is being on lower coordinate phase and becomes more and more better in 1991 1995. Having analyzed the environment-economy in 2000 from three (high, middle, low) schemes, we conclude that it will achieve the middle phase of excellent coordination by forecasting. In this development, economy rises by 14 percent annually, environment keeps a better level, and environment -economy conflict degree is 0.0906.In addition, conflict degree is defined. 4 Based on the concept and signification of environmental intergenerational equity, a model for judging environmental intergenerational equity is built and the environmental intergenerational equity degree and conflict degree are defined. Environmental intergenerational equity of 1980, 1990, 2000,the continuous three generations, is discussed. The results show the pollution -environment is more and more worse, the intergenerational equity coefficient is 0.289 and conflict degree is 0.711 between 1980 and 1990 , the intergenerational equity coefficient is 0.218 and conflict degree is 0.782 between 1990 and 2000 .They are environmental inequity from former generation to next generation and the intergenerational conflict degree increases gradually. 5 Gives the measures and counterproposals for environment pollution and environment conflict iii CASSM, thinks that valley management is a basic method to environmental conflict between regions, the principle of ho pollutes, who pays should become the important economic means, the sustainable development is the inevitable choice.
