Ecological environment is the basic condition for human being to survive and develop and also the basis for economic and social development. It is a basic strategy for China to stick to protect and construct ecological environment for sustainable development. The northwest Shanxi is located at the loess plateau, a transitional area of agriculture and herding with typical fragile ecological conditions. Being the poorest region in China, the area has been experiencing increasing environmental degradation due to the climate, landscape factors and human population growth; indicated by the low resistance to disturbance, soil erosion and dissertizaton, which have severely constrained the economic development. This thesis, through fully analysis of the major environmental problems in northwest Shanxi, along with the ecological investigation by Shanxi Environmental Protection Bureau, conducted a primary quantitative study on the present ecological quality in the region by selecting 17 indices of 3 categories. In the perspective of sustainable development, the paper proposed operable strategies and measures to cope with the further worsening of the eco-environment. This is significant to the environmental improvement, increase income for local farmers, to get rid of poverty to become better off, to promote social, economic and ecological sustainable development. Technically, first of all, the paper employed the hierarchical analysis to assign the weight of every index, and to determine the category standard of each index using the category function derived from uniform distribution. Then the overall quantitative assessment was made using fuzzy comprehensive evaluation method to classify the 12 counties in the areas into different ranks. Finally strategies were proposed for each county, including population growth control, strengthen basic construction of agricultural fields, to further return crop land to forests, to increase plantation area, to reasonably develop water and soil, forest, grassland and other ecological resources. Other suggestions are the stop of all the unreasonable development (degradation) behavior; to stick to the combination of engineering, biological, agricultural, technical and operational measures; to strengthen macro-regulations and control measures, etc, in order to provide quantitative and scientific evidence for the administrators and decision makers in environmental protection agencies.
