Environmental protection industry is regarded critical to solve the contradiction between environment and economy development, to improve environment and to solve environmental problems. It is very important way to realize the economical & social & environment sustainable development. But in the development process of the environmental protection industry many aspects of supports are necessary, and the fund support is most important. Because, fund lacking, has become the biggest "the bottleneck" of the environmental protection industry to be healthily grow. Therefore, exploration the suitable financing mechanism is especially important the product innovation, the promotion competitive ability and the obtain of an invincible position on international stands of Chinese environmental protection industry.Therefore, this dissertation, " Study on the Investment and Financing Mechanism of Environmental Protection Industry" as the subject, adopts advanced experience of the overseas environmental protection industry, using methods as empirical analysis, canonical analysis, systematic analysis, quantity analysis and so on, comprehensively analyzed the present situation of investment and financing of environmental protection industry in our country from the financing level, the origin, the structure, the effect, and the pattern. On this basis, proposed the mentality, the operation pattern and the concrete content as well as the countermeasures and suggestions to realize.The basic concept of this dissertation are:Firstly, this dissertation deems the development of environmental protection industry as a must way to realize the three benefits unification of economical, social and environment. But the fund "the bottleneck" becomes the biggest barrier of the development of environmental protection industry. Although many endeavors in China have been done in the financing and investing aspect of the environmental protection industry, compared with the developed country, there are certain disparities in financing pattern, method and so on. Therefore, we innovate financing and investing mechanism of environmental protection, establish a multiplication financing pattern, which becomes the current urgent matter of our country's environmental protection industry. Secondly, this dissertation holds, because the unceasingly carrying out and consummating of the market mechanism, the research area of the investment and financing of environmental protection industry also enlarges. Because the environmental protection industry is treats as publicly or half public regards in many person's mind, the financing and investing of environmental protection industry should be done by the government. While this article believed, although government's function is noticeable, market factor should be put on more importance under the market economy. Therefore, regardless of the environmental protection product takes privately, or public, we may use the market to throw the financing operation the way to develop the environmental protection industry.Thirdly, there are many problems remained in the investment and financing of environmental protection industry of our country. A number of factors affect the investment and financing of environmental protection industry, but there is a quantitative relationship between the factors which affluence investment amount. Carrying on Pearson correlation coefficient analysis to the twenty-one years'longitudinal data, we conclude that the total investment amount of environmental protection industry is positive correlation with GDP and the investment efficiency, and ties with the constitution of the investment negative correlation, also has the extremely close correlational dependence. Therefore, vigorously developing the economy, increasing the GDP total quantity, is advantageous so that the government can have more energy and the capital on investing environmental protection industry, enhancing the investment efficiency, unceasingly reducing the economic loss which the pollution brings. And also is advantageous to enhancing enterprise's investment to the environmental protection industry. As to the investment structure, we must unceasingly carry on the optimization, propose more reasonable, scientific development structure, to benifit the healthy development of environmental protection industry. Through the quantity analysis, we provided the basis for the financing formulation strategy to the environmental protection industry.Fourthly, there are limitations in the mechanism of investment and financing of environmental protection industry in our country, so carrying on the innovation has its necessity and the feasibility. We should union realistic national condition, carry out "the government supports in order to complement, the market mechanism is transported as the main fact". The government must complete "night warden, the leader and the supervisor". And market operation form aspect must has traditional market financing method, and also must draw support from "the environmental protection industry fund, the joint stock system cooperation (stockholder's rights financing), the property right transaction, the release environmental protection lottery ticket as well as international market financing" and so on, to open up the investment and financing channel of the environmental protection industry. Fifth, it is believed that investment and financing mechanism in environmental protection industry can be fulfilled depending on some market operation patterns like the high-tech industry development zone, the leading enterprise, "the non- official organization + enterprise", as well as "research institutes + enterprise".Sixth, it is believed that there is a risk in the investment and financing in environmental protection industry. If we want to reduce enterprise's risk as far as possible, it is necessary to strengthen mechanism from five aspects, that is the incentive mechanism, the power and responsibility mechanism, the competitive system, the supervising mechanism as well the safeguard mechanism, so as to guarantee the sound development of environmental protection industry.Finally, based on some theories, such as investment and financing theory, environmental economics theory, theory of public goods and industrial economics, as well China's current situation, the paper proposed some countermeasures and suggestions to realize investment and financing mechanism with the principle of"Market operation dominates while government help assists."In brief, this dissertation has taken "dominated by market investment and financing operation" as a turning point with adopting the research method of the combination of the empirical analysis and the standard analysis, qualitative analysis and quantitative analysis, and absorbing the multi-disciplinary theory achievement. In the overall, it has followed the idea: Proposed question---theoretical research---present situation analysis---pattern innovation---countermeasure research. And it had carried on a bold exploration on investment and financing mechanism in our environmental protection industry, with a hope to provide a new idea for it and some basis for sound development of environmental protection industry.
