Analysis Of PPP On The Development Of Environmental Protection Industry

The public-private Partnership(PPP)model has been applied in the field of pollution prevention and control,and has been more than five years since the end of 2013.In the process of continuous exploration and practice,the number of PPP projects that have entered the PPP management database of the Ministry of Finance has reached as much as 10 trillion.Unlike other financing models in history,the PPP model is responsible for promoting China’s economic transformation and accelerating the transformation of government functions.It is an important historical mission to enhance national governance capabilities and promote China’s environmental pollution prevention and control work.Therefore,the rational use of the PPP model has become the key to solve the shortage of environmental protection funds in China and to fight the battle against pollution.This paper starts with the development of the PPP mode at China and abroad,analyzes the internal demand of China’s environmental protection industry for the PPP mode in a simple way,analyzes the application of PPP in two cases of domestic environmental protection industry,analyzes the problem of project failure,and summarizes the successful experience of the projects.This paper systematically analyzes the main technical management and financing problems existing in the current stage of PPP project construction,and puts forward the corresponding financing difficulties countermeasures and suggestions based on the case study.Finally,the conclusion of this paper proposes beneficial suggestions for the long-term development of PPP projects.
