The world is facing the questions of water resources. The pollution of water environment is serious in our country; it has affected people抯 normal life. Water polution has been the main limiting elements of restr cting the economic and Soc iety. To control the water pollution, improve environm 3nt quality and make the am of perspective plan come true, NEPA plans tw main measures: total quantity control of main pollutant discharge and put in practice 揼reen engineer plane over Century in China?.ln 1996, decisions of the state council passed ((National environment protection 憂ine-five?plan and perspective target of 2010)) and especially indicated to carry the plan of total quantity control of main pollutant discharge in the whole country. This was the token that our environmental management was changing from concentration control to total quantity control. Nowadays, the types of total quantity control in our country have their own deficient. The aim total quantity control didnt take the fact that our country is wide spreading and the economical difference between areas etc. in considerate. This phenomenon would be sure to add difficulties to operate it. Capacity is complex, that the technological and economical feasibility of operation is relatively weak. And they are hard to give consideration to both cost and benefit for them. Taking the sustainable development as our guiding ideology, the paper put forward a new type of total quantity control: corroborating total quantity control target of water pollutant by environmental protection investment optimization a new distribution way of total quantity control: sharing the cost of environment protection. It makes up the limitations of the other types of total quantity control, promotes to carry out sustainable development. By environmental protection investment optimization, the total quantity control target refers not to the index of pollutant-discharged quantity, but to the index of emission pollutant cost and sewage treatment cost. In this paper, we are guided by the thought of changing dispersed treatment into control treatment. And lead the optimization ideology of environment protection investment, which is the sum of initiative environment protection investment represented by f1 (cost of environment pollution treatment). And passive environment protection investment represented by f2 (cost of compensated environment pollution loss), the scope of the best pollutant reduce quantity determined by total cost represented by f and marginal total cost represented by f?. The concrete method is: we use the nine kinds of function of treatment cost given by the JinZhou IES. We chose random 15 team data from 21 data to establish function of the treatment cost: f1(k)=2973.07 Qo?19685 We use method function value theory to calculate environmental value to -68 ~rn ~? I: ~ determine the function of environmental value damage changed by the treatment rate of pollutants: m 1=1 We can corroborate ttal quantity control target by the optimal extent of pc llutant detracting rate which Jetermined from lowest total environmental protectic i cost and marginal total cost.
