Preliminary Study On Zhou Enlai's Ideas About Sustainable Development

In recent years, sustainable development has become a hot issue in academic fields and determination departments both at home and abroad. Our government has also proposed definitely the two strategies, namely, Rejuvenating China by relying on science and technology and insisting on progressive development Therefore, the academic fields try to study our strategic measurement of sustainable development from different views and fields. As to this paper, I try to divide it into three parts to study Zhou Enlai's ideas about sustainable development, in the hope of providing scope of theories and history proofs for the present developing research for sustainable development in our country.In the first part, the author analyzes Zhou Enlai's sustainable development ideas about agriculture, population and society. And what's more, the author puts emphasis on analyzing Zhou Enlai' agricultural sustainable development ideas from the four sides, i.e., water conservancy, the reducing and saving of disasters, water and soil conservation, and afforestation. Although Zhou Enlai didn't use the concept of "Sustainable Development" in his works, he insisted on the iull-scaldedness of socialism transforming, constructing and reforming, and emphasized that the socialism economic construction, political construction and cultural construction are complementary each other. At the same time, he caught die core, economic construction and he paid much attention on the spiritual civilization construction, which put it as the unified aim of socialism construction. These thoughts are not only theoretically clear but also originally valued in the history of Marxism developing, also are beneficial in practice. They had practically pushed our new China's overall progress and development, and established the solid basis for the sustainable development of new China's economic society. Therefore, bis views on economic social development reflected the essence of Sustainable Development and formed the characteristic ideas on Sustainable DevelopmentIn the second part, the author lays its stress on the analysis of the reason why Zhou Enlai's Sustainable Development Strategy failed to be implemented in view of developing strategy mistake and the three great decision mistakes. After liberation, our governmentcarried out the strategy of developing heavy industry preferentially, which mistakenly criticized Ma Yichu's "Population Theory". The fact mentioned above together with the economic policy during the era of "Leaping forward quickly" and the mistaken decision in times of "the Great Cultural Revolution" have hindered the Sustainable Development Strategy from being enforced The strategy proposed by Zhou Enlai undoubtedly would mark the times. Therefore, we can never make excessive demands on our predecessors with contemporaries way of looking at things.In the third part, the author tries to expound the practical significance of the study of Zhou Enlai's sustainable development ideas, which is rich in content The theory is viewed as precious wealth and experience for our socialism modernization construction, Zhou Enlai's theory lays a solid theoretical foundation for our present sustainable development, and it will shine forever like the sun and the moon.
