| First the dissertation built the grade evaluation of oil spill Maths model by fuzzy NN, then created disposal decision of meeting-emergency reaction and made an application software of the grade evaluation of oil spill and meeting-emergency of disposal decision in VB6.0. The Maths model about oil spill grade evaluation evaluated the grade of oil spill according to eight inflection factor-spill spot, spill volume, poison, durability, flammability of oil, dilapidation, age, tonnage of vessel, the dissertation confirmed the scale coefficient of affecting factor by using NN toolbox of MATLAB, so remedy the defect of subjectivity that was caused because of using spill volume as the standard of the grade evaluation of oil spill. The Maths model of meeting-emergency decision judged the method of disposing oil by multilevel judgement. The paper first put up primary judgement according to the status of wind, wave, stream, and the grade of oil spill. Moreover put up two-class evaluation by using the environment factor such as wind, wave, stream, property of spill disposing instrument and the grade of oil spill. At last, the paper realized application software of those Maths model by building the database of sensitivity of spill position, oil type, and oil disposing instrument, and connecting them with correspond UI.
