According to Xiangshan Bay's water quality and the data of pollution sources, investigated by Zhoushan Environment and Ecology Monitoring Station of Zhejiang Province in 1999 and 2000, the pollution load distributing models of N> P and COD were set up, and the sharing rates and Responsecoefficients of the water quality concentration were calculated, and the permitted effluent amounts of NX P and COD were optimized, and the pollution-load reducing plan and the guarantee measurements were put forward. Furthermore , Xiangshan Bay's cultivating capacity and its restricting factors were researched in different conditions. The main results are as follows:(1) Xiangshan Bay's water quality is influenced from outside obviously. In case of first class seawater quality standards, the permission emission of COD is 5053.30 t/a, and the surplus capacity 2042.67 t/a, no any permission emission of N and P. However, If only sea water quality of the posts in the bay is satisfied, the permission emission of N and P is 143. 21 t/a and 41. 65 t/a.(2) N is the most important factor to restrict Xiangshan Bay' s Cultivate Capacity. In case of first class seawater quality standards, if the influence of outside sources does not change, there may be 1713cultivate net-cases in Xiangshan bay: 85 net-cases in Ninghai, 886 net-cases in Xiangshan, 742 net-cases in Fenghua. If the influence from outside sources is reduced 30%, there may be 5533 net-cases in Xiangshan bay: 276 net-cases in Ninghai, 2861 net-cases in Xiangshan, and 2395 net-cases in Fenghua. When the water quality function is adjusted to second class seawater quality standards, and the influence of outside sources does not change, there may be 8936 net-cases in Xiangshan bay: 446 net-cases in Ninghai, 4621 net-cases in Xiangshan, 3868 net-cases in Fenghua.Xiangshan Bay' s environmental problem is researched in this dissertation by the way of the total amount control of capacity, It is not only providing scientific and technologic basis for Xiangshan Bay' s sea economy development and environmental management, but also method and theory basis for contributing to solve the environmental problem of the semi-close bay.
