Research On Environment Capacity

Nowadays the world is in the danger of declining in economy and in lifetime caused by environmental pollution and entironment destroying. Cities are the core of policy, economy, education, technology of the area, which are the protagonists in the process of modernization. The city's environment is the foundation of city's economy, and the supporting system of development. Environmental pollution and entironment destroying are the common problems in many cities, which restrict the development space of the city. By constraining human behavior, the environmental capacity can be used to support city's development.Today the national policy to the environment is modified. The total quantity control comes to be used instead of Pollution charges. The research of environmental capacity is the foundation of the total quantity control policy. The amount of environment capacity has great value, which can be seen as a kind of resource.The thesis is aimed at the environmental capacity. The environmental capacity is not the pure ability of entironment to dispose the pollution, the behavior of humankind to decrease the pollution. The environmental capacity has six characteristics, which are finity, impersonality, stabilization, alteration, adjusting, periodicity and territorial. By studying the development of city, the author thinks that the environmental capacity of the city is different from the environmental capacity of other places. The city environmental capacity is made up ofenvironmental capacity of soil, population, industry, and pollution, and every type of those environmental capacities is calculated by the expressions to calculate. In the thesis the most important part of environmental capacity - environmental capacity of pollution is been studied further. The capacity of pollution is separated into two parts: the first is the pure ability of entironment to decrease and dispose pollution. The second is social environmental capacity, the ability of humankind to decrease and dispose pollution. By taking Xi'an as an example, the soil, population and pollution capacity are calculated. It is concluded that the development of Xi'an is approaching the limitation of environment capacity.As the amount of environment capacity can be seen as a kind of resource, it must be paid for the cost when it is used. From the viewpoint of economy, the lack of rational price of environmental capacity causes the excess use and low efficiency in using environmental capacity. By using several theories, the value of environmental capacity is evaluated and the price is confirmed. At last, five suggestions and measures are brought out to help use the environmental capacity better.
