It is important for implementation of the Total Quantity Control System in china to understand the types and stage of Total Quantity Control rightly, to study the method of Total Quantity Control of Atmospheric Pollutant further, to analyze and discuss the limitations or defects of the widely-used model at present, and to improve the technical methods of Total Quantity Control of Atmospheric Pollutant.,Firstly, the differences in approaches of Total Quantity Control and Density Control and P-Value Control, the necessity and importance of the implementation of Total Quantity Control in China were discussed. Secondly, taking Total Quantity Control of atmospheric Pollutant as an example, this paper put forward a "Stage Theory" of Total Quantity Control which involved in relationships between the type of Total Quantity Control and the stage of Atmospheric Environmental Quality, and considered that every stage of Atmospheric Environmental Quality should be assessed by different approaches. The "Stage Theory" is suited to the regulation of the prevention and control of pollution. Several technical and methodology's problems of the A-Value model have been found after studying existing A-Value model, some parameters and examples. The A-Value, a control coefficient of district Total Quantity Control of Atmospheric Pollutant in A-Value method was defined too much casually, the range of A-Value was too wide. The delimitation of Total Quantity Control zone has an influence upon the allowable discharge amount of Atmospheric Pollutant, which elucidates the methodology's defect of the A-Value method. A standard regulation is deficient in delimitation of the Total Quantity Control zone, which causes the subjective delimitation and the indeterminate result in practice usually. A standard regulation is need for determination how big the scope of Total Quantity Control, and in generally too small scope is unsuitable. Finally, some appropriate andprofitable suggestions about the definition of the A-Value and the scope of Total Quantity Control area have been proposed. The A-Value should be detailed according to the county administration district, and a definite value not a range in every region should be determined according to the national standard method. The A-Value could be modified according to the local situation, and modified and un-modified A-Values should be put on record by National Supervision's Administration of Environmental protection. A standard regulation is need for determination how big the scope of Total Quantity Control, and in generally too small scope is unsuitable. The allowable discharge amount of Atmospheric Pollutant in one special district should be determined on the background of a zone. A-Value method should be combined with the Instruction Total Quantity Control appropriately.The above discussion and suggestions are good for improving the method of Total Quantity Control of Atmospheric Pollutant.
