With the fast development of agriculture, the demand for fertilizer is increasing quickly. When compiling "the Tenth Five Years Plan", some department forecasted that in 2005, the demand for phosphatic fertilizer will be 1050×l04~1100×l04tP2O5,which will be 1150×l04~1200×l04tP2O5 in 2015. But at the same time, the contaminations such as arsenic and fluorin are manifolding. To reduce the environmental impact of phosphatic fertilizer production through the whole life cycle and improve its environmental friendly property and competence, a life cycle assessment on phosphatic fertilizer production process in Hubei province has been conducted, based on the case study of Huang Mailing acid and fertilizer combination item and Da Yukou mine and fertilizer combination item, which will serves for the cleaner production and environmental protection of phosphatic fertilizer industry in Hubei province, even in China.Life Cycle Assessment (LCA) is a tool, which distinguish and evaluate the environmental impact of a product, process or activity throughout its entire life cycle. LCA, its conception, development, and application are briefly introduced in this paper. A life cycle impact assessment (LCIA) model is developed, in according to the pollution actuality in Hubei and in nation. Aiming at acidification, nutrients-enriched, solid waste, smoke and dust, and ecotoxicity, these five kinds of environmental impact, which come into being in phosphatic fertilizer production process, the model calculates China environmental impact potential per capita normalization references in 1999, weighting factors of five kinds of environmental impact, according to the anticipative output of contamination in 2005. And then contaminations, which are produced in the phosphatic fertilizer production process, are classified by the environmental impact that they result in, the five kinds of environmental impact potentials are also calculated.The results show that, the five kinds of environmental impact thatcome into being in Huang Mailing phosphatic fertilizer production process are 0.035, 0.113, 69.7, 0.029, 10.41, when they are 0.097, 0.0277, 86.93, 0.125, 0.327 in Da Yukou. So among five kinds of environmental impact that come into being in phosphatic fertilizer production process, the solid waste environmental impact potential is the biggest, which means it is the most important environmental impact. It is also clear that, the environmental impact potentials of acidification, nutrients-enriched, smoke and dust, and ecotoxicity are big. They can not be ignored.From the conclusion we draw the suggestion that the phosphatic fertilizer production should be encouraged, because the phosphorite is abundant in Hubei province. The byproduct should also aroused, for the fluorid is ample.The management on inorganization contamination should be strenghed. The workshop and equipment must be pressurized, prevent smoke and dust pollution.The pollution result from solid waste is the primary pollution in phosphatic fertilizer production process. In order to minimize the inflection, the output of solid waste should be reduced through all kinds of utilization approach that will only appear after more research. For example, pyrites and phosphogysum can be used in cement and plasterboard production respectively. The management on contamination treatment should be strengthened, for the purpose of preventing pollution from aggravating when accident happen.
