| Water is a natural resource which can not be dispensable and substitutable for human to live and develop. Water crisis due to the lack of water resources and the worsen water pollution have become a limitative factor for our country to implement sustainable development stratagem. Especially in western arid area, there is little rain and much evaporation, so it is more important to protect and utilize water resources.Bosten lake is the largest fresh water lake in Xinjiang and the largest inland-lake in China, whose water area is more than 1000 square kilometer. Bosten lake is not only the main water resources of industry and agriculture and people's living for Yanqi basin and Korla and Liwei , but also the direct water resources to rescue the endangered Tarim downstream vegetation. So it's most important for southern Xinjiang economic development and society stability, In a sense it is the life-blood to Xinjiang. However, due to economic development and population expanding in recent 40 years , there are more and more sewage drained into Boston lake, which cause its water-quality deterioration and bring out many ecology problems. So it's pretty important to study water environmental capacity and total quantity control of pollutants emission. The main contents and results of this paper are as follows:1.Based on investigating pollution sources and actual pollutants emission of of headstream area, the main problems of water environment and the actuality of water quality are analyzed. The main pollutants which effect water environment quality of Bosten Lake are ascertained.2.Based on research of water flow field of Bosten Lake, ameliorative gradient method is used to compute parameter k in the two-dimensional water quality model. Concentration fields of organic pollutants, TN, TP and TSD are calculated. Mathematical Models on Water environmental capacity of Bosten Lake are established. Water environmental capacity of different frequency of water quantity flowing in Lake and water level are calculated. The main control pollutants are ascertained.3.COD, TN and TSD are selected as objects in 2010 years to control. Thereinto, The two schemes are put forward to control COD. The advantage and disadvantage existed in the allocation method of pollution load are researched. The same proportion allocation method and multi-level hierarchical decomposition-coordination method and optimal capital cost allocation method are respectively exercised to allocate the reduction ofpollutants emission quantity of industry pollution sources or to allocate capital cost. The results are compared. It's concluded that the application of optimal capital cost allocation method is helpful to implement the total emission control planning schemes successfully, to control pollution effectively, and to ensure economic sustainable development.4.Some measures are put forward to reach the object of total quantity control and protect water environment of Bosten Lake. |
