Contamination total quantity control has been one of the most important measures to prevention and cure the water pollution in China. Furthermore, the management of water resource protection objective and the programming of water resource protection all depend on the total quantity control. In this paper, firstly, one of two-dimensional flow-pollutant model was built basing on the MIKE21 model. Then this article simulates the changing process of the concentration of CODmn, TN and TP in 2000, for calibrating the parameter of the model.Secondly, the pollution zone control method which is used to calculate the water environmental capacity was advanced by considering the affect of wind speed and wind direction. So, according the frequency of wind speed and wind direction in Taihu Lake, using the built two-dimensional model, this article calculated the total capacity of Taihu Lake.Thirdly, use another formula method to calculate the environmental capacity of taihu Lake. Then comparing the results with which of pollution zone control method, this article summarized the mean reasons of the difference value between the two methods. This article also calculated the ratio between these two methods. The ratio can be used to correct the results of formula method.Finally, this article studied about the response relation between the water quality of control area in Taihu Lake and the contamination quantity of the discharging river. We can control the quantity of contamination by using this response relation.
