Coal and gas outburst, which threatens coal mine safety production,is a kind of complicated dynamical phenomena in mines and one of the most serious natural disasters.Regional forecast is based on the cognition of mechanism of coal and gas outburst. At present,General Hypothesis is widely accepted in the world which considers that coal and gas outburst results from synthetic function of in-situ stress, gas and physical and mechanical character of coal.On account of complexity of outburst, different viewpoints are in concurrence. Many facts has proved that outburst is controlled by the geological conditions.Based on Geological Dynamical Division theory, the Panyi coal mine's Ⅰ~Ⅴfault maps have been plotted and the tectonic stress field of mine has been studied. The Ⅴfault map is divided into some grids, and then fractal research is made on fault map by means of fractal theory, and the regional fault fractal value indicates the complicated degree of regional fault structural system.Regional forecast can be run through the combination of regional tectonic stress and fault fractal value. The research method is applied in the Huainan Panyi coal mine, and Panyi coal mine is divided into three levels:outburst in danger, outburst in threaten and safety....
