It is indicated by domestic and overseas mining practice that the occurrence of coal and gas outburst distributes territorially. Therefore, regional prediction plays an important role in coal and gas outburst prevention. Because of the complexity of coal and gas outburst phenomena, it is considered that coal and gas outburst is the synthesize result of stress, gas, coal configuration etc, and geological structural plays a dominant role in controlling. In fact, stress is the major dynamical source, high pressure gas and cracked coal configuration are the substance c of outburst, and that excavation engineer provides proper boundary condition for outburst.Relational geological information, which are distilled from active structural decided by geo-dynamic division regional stress measure and simulation research gas geology research fractal research and geology reconnoitering result, is synthetically intelligent analyzed. Based on spatial data management, probability prediction method is applied to pattern analyze and measure multi-factor affecting outburst, to classify the fatalness of region coal and gas outburst, to divide into coal and gas outburst dangerous area, threat area and safety area as well as its spatial relations with coal and gas outburst point, to show active structure in mining range, structure stress distributing, gas outburst gushing quantity and gas content, to analyze the relations with every influence factor and its influencing degree in outburst pre-considering more factors. Consequently the quantificational synthesis criterion is educed, which is made use from quantificational criterion to qualitative criterion.The main research achievements can be included as follows:(1) The structure of Hebi coalfield is typical herringbone and arc form. It is sunk in longitude, and places the intersection between plain and the west mountainous area of Henan Province in latitude, which has sidestep structure. The intersection area is influenced by fault distortion. These decided high stress and high gas content in Hebi coalfield.(2) Nine degree I , eight degree II, nine degreeIII, nineteen degreeIV and thirty-two degree V active faults are decided by geo-dynamic division. Hereinto, the majority of degree I and degree II active faults have distinct relationship with already active faults ascertained by geologists and seismologists.(3) It is found out that coal and gas outburst event has related to active faults decided by geo-dynamic division. Then coal and gas outburst appearance has close relation with active structure and structural stress. 85.2% coal and gas outburst appearance points have placed the region and the intersection of active faults in mining area, and are controlled by III-2 , IV -7, V-3 and V-6 active fault. The four active faults restrict the occurrence of coal and gas outburst appearance from time to space.(4) The stress field of Hebi No6 mine is the horizontal stress field by measuring stress and is dominant in horizontal pressure stress. Then the regional structure stress field (NE225?26MPa) is confirmed. By the analysis of rock stress and mining field rock stress, four stress-increase zonings and two stress-falling zonings and three stress-gradient zonings are divided in the No6 mine of Hebi. In mining field ,74% coal and gas outburst appearance points have placed the region between stress-increase zoning and stress-gradient zoning.(5) Based on degree V active faults of the No6 mine in Hebi, the fractal contour is drew by calculating regional fractal value using the fractal theory.
