Application Of Chaos Theory To Environment Systems Strategic Decision Pattern

For a long time, the environmental decision-making of China has put too much faith in the theory that economic growth will automatically improve environmental quality without thinking much of its schematism, which caused such three sub-systems as economy, society, and environment to be separated from each other at the political and managerial levels. As a kind of wealth and resource, environment has long been in the shadow of giving more emphasis to development than environment, with its own value and status being neglected, resulting in a series of unrepairable environmental problems which may leading unforeseen catastrophes to the human race. The misplays of environmental decision-making are likely to cause destructive disasters in the near future through the non-linear effect. Therefore, "it is with no doubt that environmental decision-making defect is the most serious in all kinds of environmental misplays".However environmental decision-making is a complicated and hazardous task. Environment system is some of nonlinear system, and traditional Systems Analysis Theory has confine to make relative scientific decision in environmental management, because of its linearity. The other way around, chaos theory is the theory absorbed in nonlinear system research. In accounting of the root of environmental questions is the isolation of its systems, the paper starts with systematic analysis, uses the application research of environmental system decision-making as the clue, and conducts in-depth discussions on the following problems by using the Chaos Theory:I .Different from the traditional practice to proceed with problems, attribute environmental problems to the interest conflicts between various groups, and solution approaches to social operation, this study uses the Chaos Theory to observe the different factors and their efficiency in environmental decision-making modes, with a view to surveying the root of environmental problems from the perspective of internal driving force of environmental system, and meanwhile elaborating on the fundamental role of environmental fragility, environmental initialization, environmental non-linear factors in environmental decision-making, and establishes the conception model of environmentalsystem decision-making. The paper believes that environmental decision-making is a complicated huge system, and the harmony between environmental and economic systems is the basis to make environmental system decision-making. Whereas consumption has a decisive influence on production, the change of traditional consumption pattern is the key to realizing environmental system decision-making, with the policy circulation on the basis of extensive social surveillance being the effective guarantee.II .Based on environmental system decision-making model, and relaying on China's specific situation including its consumption level structure, consumption creed developmental trend, economic development stages, cultural route dependency, and the influence of the globalization trend, the' paper reviews the realization routes and demonstration ways of consumption pattern in China. The paper holds such an opinion that should be established a pluralistic consumption pattern with circulative consumption as the main body and new economic factors as the complementary by breaking through the incorporative thinking mode, and combing regional comparative advantage principle, aiming at adapting to the imbalanced regional development and cultural disparities, coping with the non-linear influence of various kinds of social differentiation and globalization, and realizing fair benefits in environmental decision-making.III. This paper argues that as the effective guarantee system, policy circulation is not only the assurance to realize consumption pattern, but an institutional reflection of consumption pattern transformation.
