Research On Water Environment Policy Evaluation In Beijing-Tianjin-Hebei Region

With the continuous advancement of Beijing-Tianjin-Hebei integration and rapid economic development,environmental pollution is becoming increasingly serious.The Beijing-Tianjin-Hebei water pollution problem has become a prominent issue affecting residents' happiness and sustainable development.Formulating a reasonable and effective water environment policy and improving the quality of the water environment have become the priority tasks of the Beijing-Tianjin-Hebei government.The research on environmental policy mainly includes two aspects: policy tool selection research and policy value analysis.Based on the background of the Beijing-Tianjin-Hebei region's coordinated development,this paper evaluates and studies water environmental policies and provides the basis for improving water environmental policies.:Based on conceptual theories such as rational choice and regional public issues,the co-word network,an emerging policy analysis method,is introduced into environmental policy analysis,and combined with grounded theory and word frequency calculation methods to study the policy text,making the research results advanced,Science and feasibility provide theoretical and methodological foundation for policy analysis.Analyze the status of water environment in Beijing,Tianjin and Hebei,and lay the foundation for policy analysis.The Haihe River Basin is the most heavily polluted water area in China,and the pollutants are mainly heavy metals and chemical substances.In addition,Beijing,Tianjin and Hebei have problems such as insufficient investment in pollution control,irrational industrial structure,and lack of water pollution prevention and coordination issues.Water environment policies need to be improved.Through analysis of policy tools,find out the problems existing in current water environment policies.Collect Beijing-Tianjin-Hebei regional water environment policies,systematically sort out from the time and promulgated departments,and explore the policy environment of water environmental protection.Based on the perspective of policy tools,research the theoretical basis of policy tools,including their meaning,types,and evolution,and divide policy tools into three types:command-control,market-incentive,and public-participation.There are problems such as imperfect market mechanisms and insufficient public participation channels.Combining the classification results of the three policy tools,introducing other policy measures such as administrative guarantees,financial benefits and support conditions to broaden the policy analysis framework.According to the grounded theory,the policy text is conceptually manipulated and coded,and the co-word network is innovatively applied to the analysis of environmental policy.A compound weighted co-word network model based on keyword weight and policy strength is constructed.Use the Ochiia coefficient to calculate the co-occurrence matrix,draw a co-word network diagram,analyze the water environment policy from two aspects of centrality and network small groups,and find that the Beijing-Tianjin-Hebei water environment policy has environmental monitoring and early warning,green finance and environmental taxes There are still deficiencies in talent training.Finally,it provides countermeasures and suggestions for the Beijing-Tianjin-Hebei regional water environment policy from the three aspects of government,market and the public,and provides reference for future policy formulation.
