| The environmental policy making relates to the safety of a nation's eco-environment. However, currently, it seems not enough to conduct special researches on environmental policy making system. The author of the paper conducted a systematic research on China's environmental policy making system by using comparative study, literature review and summary analysis methods based on revealing the possible problems in China's environmental policy making. The author proposed a new theories system of environmental policy making consisting of environmental policy decision-making system, environmental policy decision-making model, and environmental policy making procedures. It is concluded that environmental policy decision-making system is the basis for environmental policy making system, while environmental policy decision-making model is the technical tools for environmental policy making system, and environmental policy making procedures are the key elements for environmental policy making system. Based on above discussions, the author further discussed the definition, roles and structures of environmental policy decision-making system, made comparative study on environmental policy decision-making systems between China and some developed countries, worked out the main model for environmental policy decision-making, identified the general procedures for environmental policy making and recommended some measures to improve China's environmental policy making.The innovation points of this paper might be that the author firstly proposed the new concepts of the Sensitive Decision-making Model and Systematic Decision-making Model, It is concluded that the Systematic Decision-making Model should be used as a reference in environmental policy making in China based on an - integration consideration of eco-environment, politics, economy, culture, and social factors so as to make the internal subsystems of environmental policy system be better and coordinate with external factors.
