The water conservancy is the infrastructure of the development of social economy. The impact assessment of water and water power project to the affected environment and biological resource has played an important part in the study of the feasibility.This thesis, the production and development of the domestic and overseas Environmental Impact Assessment institution was introduced at first; Secondly, the necessary of the estimate of the effect that construction projection will have the around biological resources, the estimate context and the actuality of the study home and oversea is discussed. Finally, the character of the estimate of the effect hydroelectric projection having on biological resources is present, combining the construction of Guazhi water conservancy and water power project in Jinping County Guizhou Province.Research on current situation of environment is a key stage of water and water power project to biological resource, this paper discussed it form the collection of research content, analysis of research method and coordination of ecology data.Furthermore, an entire, deep and systematic review was given to the method used in the estimate of the effect hydroelectric projection having on biological resource, and the advantage and disadvantage in the application is pointed out. The factor used in the effecting estimate of the hydroelectric projection having on biological resource was defined by matrix analysis, according to the fact that there are many index in this kind of estimate and the analysis and the environmental influence identify of various of water conservancy and electricity construction projection. In addition, the degree, size, lasting time, potential and the acceptor sensitivity of the influence that the water conservancy and electricity construction projection will have on the construction area and surrounding biological resource is considered in this work, too.According to correlative law and code of the state and the characters of water and water power project, and combining Delphi and Analytic Hierarchy Hierarchy Process (AHP) method, put forth a compositive assessment system which canreflect the impact of water and water power project to biological resource. According to the discriminate of the effect of planed water and water power project on ecoenvironment and Delphi method, the author can confirm the weighted value of every evaluation index. And the author analyzed the principia, method, function, content and criterion of assessment system. At last this method was used in the environment valuation of the construction of Guazhi water conservancy and water power project to biological resource in Jinping County Guizhou Province. Through the assessment, it's feasible from the eye of ecoenvironment, at the same time, it can represent its advancement and credibility.
