Due to the joint influence of the changing global environments and the human activities, the grassland appear phenomenon of degradation generally in China. These not only perplex the sustainable development of the animal husband, but also jeopardize the ecological security and the survival security in the grassland region seriously. In order to hold back the speed of grassland degradation, and to strengthen the protection and manage of the grassland, On the one hand, the regulations and the systems are improved progressively in the grassland; On the other hand, the monitoring and the information project which manage the grassland degradation are being developed progressively.GIS originated in 1960s, with the development and the application of more than 30 years, its functions such as gather, storage, management, query and visual exporting of data, etc, has been already quite perfect. The wide application of GIS in the resource management and monitors offer technical guarantee for developing and establishing the ecological information system which is suitable for the high and cold grassland. These are important process of the grassland information and the application of GIS concretely in the grassland management too.This research regarded ArcGIS as the platform, and carried on Tianzhu high and cold grassland ecological information system by utilizing its user customize function. Has probed into the theory and the method of developing the grassland ecological information system on the basis of ArcMap; Based On the study of the theory and the method on the grassland classification, has discussed the approaches of the grassland classification by Using GIS' overlay analysis; On the basis of studying the theory of the assessment of the grassland health, from the theoretics of the study in the grassland, has defined the index system of the assessment of the high and cold grassland health; finally, the author have carried on the overall design to the assessment of the high and cold grassland health.On the basis of theoretical research and the discussion, in according to the high and cold grassland resource of Tianzhu county in Gansu, the author has set upTHGEIS(Tianzhu high and cold grassland ecological information system), and has classified the high and cold grassland of Tianzhu under the THGEIS' support, in the end, the author has accomplished the concrete application of Tianzhu high and cold grassland ecological information system .The results of study shows: firstly, It is the requirement for the information development of the grassland to utilize GIS to carry on the ecological information management of the high and cold grassland; Secondly, It is convenient to set up the ecological information system of the high and cold grassland based on the ArcMap; Thirdly, it's easy to realize the grassland information analysis and the result visual to take by information operation; Fourthly, it's the certain advantages for the grassland classification and the assessment of grassland health by utilizing GIS overlay analysis.The Study results also show: because the assessment of grassland health is the relatively new field , utilizing GIS overlay analysis that has certain exploration to carry on assessing to grassland health, and the study in these aspects need to be perfected, such as confining the grade of the grassland health; quantifying the assessment index from different grade, etc. In addition, owing to have no enough time.it's not very thorough utilizing overlay analysis to carry on the health assessment, it's one of the fields need to be studied further too.
