Judging from the history of the world economic development since the industrial revolution,the pattern for economic growth has been 1argely based on high consumption of natural resources and energy.Such a pattern is attributed to the heavy cost of"high consumption,low benefits and serious po11ution".After World WarⅡ,industry has been developed with a fast speed and has caused serious po1lution to the environment,and this has been demonstrated by a series of environmental pollution episodes shocking the world.The cruel facts have awakened people's awareness and conscience on environment protection.Based on this background,the United Nations Conference on Human Environment was held in Sweden in 1972 and the Declaration of Human Environment was proclaimed and endorsed from this conference.Since then,great efforts have been made in many countries on the control of industrial pollution by way of "po1lution First and on the control Afterwards"with a strategy focused on the end-of-pipe treatment.Many pollution control systems have being constructed,with a large amount of investment,to treat the wastes generated from industrial production processes.Years' of experience,however,has shown that such end-of-pipe control systems would result in not only tremendous waste of resources and high costs but also complicated technical requirements, and risks to the environment during waste disposal could happen as well. It is difficult to achieve integrated reason, the pollution control strategy has become a burden for the enterprises rather than a motivation for voluntary action. Based on the lessons learned from traditional industrial pollution control manners, a new concept Cleaner Production (CP) has been proposed and advocated. It is a precautionary and an integrated Solution to pollution problems by eliminating or reducing pollutants at the source during the course of production processing. Since then, pollution control patterns have begun to be changed. From 70s to 80s, some similar concepts or strategies have been emerged, such as minimization of wastes, source reduction instead of end- of-pipe treatment, pollution prevention, and "no or less" waste generation process. Cleaner production has become a fundamental policy in various countries around the world to achieve their objective of sustainable development. Consensus on cleaner production has also been reached in China. Either governmental economic and environmental protection agencies or enterprises are aware that cleaner production is the best choice for controlling industrial pollution. Cleaner Production (CP) was defined by SETC as "the continuous application of a pollution prevention strategy to processes and products through continuous improvement of management practices and technologies in order to enhance efficiency of resource utilization; to eliminate pollution emissions and to reduce risks to humans and the environment" It emphasizes on pollution prevention from source rather than end- of- pipe control, and focuses on environmental improvement with economic benefits to industry. CP implementation can not only avoid following the similar and disastrous steps of the developed countries resulted from "Pollution Frist and Control Afterwards" strategy, but also achieve the integration of environmental and economic benefits by enabling the enterprises to adopt and pursue pollution prevention actively. It can be concluded from the experience of pollution prevention in China and foreign countries that cleaner production is the best way for industrial pollution prevention, an important approach to realize the change of the economic growing style, and an inevitable and ultimate choice for sustainable development of national industry.This paper mainly researches the problems existed in implementation of cleaner production management in chemical industry of our country.
