Research On China Occupational Safety And Health Management System And Trade Enterprise Based On Core Data Layer

As a set of standardized safety management mode,China occupational safety and health management system was put into force on a national scale since 2010,50% big company in Mianyang Sichuan put it to use.It found out many problems lied in companies by summarizing,after creating,operating and re-evaluating of safety production standardization.It can improve safety level in production,meanwhile,it also exposes many defects,such as working content lack of pertinence,unclear responsibility assignment,unclear work-flow and lack of management data,etc.Philosophical thinking that taking thing as the core to solve above problems,we can see lack of management date is the main reason which causes other three problems.Therefore,this thesis analyzes China Safety laws and Regulations,Safety production standardization scoring rules and system documents,based on construction of safety production standardization's core data layer and applying system analysis,factor analysis,fault tree and check table method and so on.From a vertical perspective,It finds out core data layers in safety production target,personnel safety responsibility,safety input classification,laws®ulations management,education training outline and other 13 big items;From horizontal perspective,it involves responsibilities set for specific safety management personnel,operational process and management resources.In the mean time,it explores and demonstrates Industry and trade enterprise safety production standardization management mode,that is the four factors in safety management mode: object,staff,procedure and resource.The author intends to find a practical and operable way to four problems lying in the operation of Industry and trade enterprises in the process of safety production standardization.Based on analyzed management mode and creation of core data layer and furtherance enhance practicality by transforming the date in core data layer into the computer algorithm and adopting VB programming technology,transforming it to interactive desktop applications.The thesis will mainly introduce the design of safety objective management system,in the form of building a safety management resources sharing platform to Show the core ideas in data layer,data collection and data mining.In order to verify the validity of research results,the author will apply these results in several industry and trade enterprises in Mianyang.Checking the use effect,and extensively collecting opinions and suggestions of the enterprises,the author will continuously modify research results by applying PDCA Circulation method to achieve the desired results.As practice indicated,this management mode under the guidance of core data layer has below five advantages:For person-in-charge of the enterprises and security management,it's more easily to understand the work of production safety standardizat ion.Division of duties is more clear which can avoid blind area of management caused by responsibility boundary.Management objects are clear,management work is systematic,resources is available,hence the efficiency of management is improved.Safety management goals are more clear,Closer the distance between reality and target,which can enhance the confidence of the enterprise safety management.Adopting computer technology and using internet,with the help of data sharing,this makes safety management intelligentialize.The core data layer and four essential factors of safety management mode this thesis studies have great practical significance in further standardizing enterprise safety production standardization management.
