Environment Problems Study Of The Baiyangdian District

Environmental problems are extremely concerned by public recently. Pollution and ecological degradation control is a key link in the economic development. Environmental problems in fact are economic problems. They arised with the economic development and would be resolved by the sustainable development i.e. environmental, economic and social benefits integrity principle. In accordance with the principle dealing with environmental problems in different development stages should adopt various countmeasures which are to find the least cost way to get the most environmental benefits.In mid 70's and later 80's of last century, two large programs were implemented by central government to treat the pollution and ecological corruption of Baiyangdian lake, so called "the pearl of the North China". The two programs are similar to control the main industrial polluters and to treat the industrial and domestic waste water centrally. The programs are efficient but inadequate. First the high investment and long-term operation cost do not suit to the economic situation of the Baiyangdian lake district. Then, the continued arid and water resources reduction cause the lake badly in need of the water replenishment but nowhere to be found. Finally the extreme unsettled water level of the lake renders 200 thousoud population helpless. They can not make their development plans so that the development of the lake area was retarded.The article re-evaluates the above-mentioned two programs with modern economic and environmental theories. An economic technical quantitative or quasi-quantitative analysis was engaged to form a new plan for dealing with the environmental problems of the Baiyangdian Lake district. The first point of the new plan is that self-purification capacity of the Fuhe river should be fully used on the condition of industrial pollution controlled. That would save the new wastewater treatment plants which need heavy investments and great operation cost and meet the goal of the wastewater control. The second point is to contain a low water lever of Baiyangdian lake. Then the lake will have a stable water area and the wastewater will not discharge into the lake directly. Furthermore the reduction of water surface will reveal more land which may use for some economic purposes The pollution of Baiyangdian lake would be controlled, also much economic and environmental benefit would be gotten.
