Research On Scheme Of OSHMS In Enterprises

Over the last 20 years global community awareness in matters affecting public and occupational health and safety and the environment has significantly increased. It is imperative for China to make anticipatory analysis of the possible new issue and situations, put forward on this basis work safety management mode and method and gradually accomplish the transition, from experience-based management to scientific management. It is very important for the Chinese enterprise to set up a complete work safety system. This system should include legal system building, technical guarantee, information guarantee, education and training, emergency rescue and enterprise management. Occupational safety and health management System (OSHMS) is the very important part of it. Usefulness of the Management System Approach was world wide recognized particularly through the success of ISO9000 and ISO14000. Moreover with China joining WTO, we should keep in line with the international occupational safety and health management. Since our application of the OSHMS, the registration of OSHMS has been developing rapidly. This greatly improves the occupational safety and health management. But in China occupational safety and health (OSH)management is incipient, how to keep the OSHMS running efficiently is a problem to many companies. Firstly, based on the author's full understanding of the domestic and foreign OSHMS,thesis pointed out the function of OSHMS in work safety, the issue in OSHMS application in china and the necessity and feasibility of the application of OSHMS in XiQing district. After that, thesis simply explained the basic concept, running style and characteristics of OSHMS. Besides according to the characteristics of of chemical industry work safety system, thesis put forward the basic framework of OSHMS plan, main method of risk assessment were summed up for key step of OSHMS. Researched two method in details: Safety Check List (SCL) and Fault Tree Analysis (FTA). At last taking Greatwall Chemical Plant as an example, thesis introduced their whole procedure including first trial, every system essencial factors, first draft of OSH manual and programme file. The author, thoroughly discusses on all aspects of how to construct OSHMS, and provides a set of regular OSHMS application schedule with popular advisory sense to all chemical Enterprises. The study aims to improve current OSHMS and improve management efficiency.By own work, the author progress a scheme and an analysis research on how to implement the system for corporation.
