Environmental carrying capacity is one of a basic theory of environmental science. It reflects the law of transference and translation of contamination and also reflects the receiving capacity under a certain kind of environment. It is the basic theory for simulating the water quality and mapping out the prevention and control planning of wastewater pollution.This paper analyses the condition of the water environment in Hefei area, points out the furrows and river which transfer more waste than others by appraising the wastewater source, forecasts the amount of waste in 2005, analyses water quality in rivers in Hefei and points out the problems of water environment by appraising water quality.Based on the flow characteristics, the water quality model is established by the use of a one dimensional model. Water quality model coefficient is also identified.In the base of the water environment function area, the environmental carrying capacities for COD and NH3-N of 7 rivers and Chao Lake are calculated. The clarification coefficient and permission import quantity of waste are also calculated.For example of Nanfei River, according to handle unit COD cost for various sewage under different scale, this paper establishes handle-cost, adds water-quality restrictive equation, produces restrictive equation and variable restriction, forms a linear planning in order to decide every sewage furrow scissoring method and the cost with procedure of MATLAB.This paper studies the effects of the important wastewater treatment engineerings which will be built before 2005 in Hefei.The determination of water environmental capacity in Hefei is capable of simulating and forecasting the water quality, providing basal data for total pollutants control and scientific basis for pollution control.
