Environmental capacity is a physical quantity of environmental self-purification. Environmental capacity reflects the law of transference and translation of contamination and also reflects the receiving capacity under a certain kind of environment. The water environmental capacity is the basic theory for simulating the water quality and mapping out the prevention and control planning of waste water pollution.This paper accords to the checking on the water environmental capacity in Hefei city which was given by state environmental protection administration of China.Based on the flow characteristics, the water quality model is established by the use of a one dimensional model. Water quality model coefficient is also identified.Based on the condition that environmental function area is sectioned, the environmental capacity for major pollutant such as COD, TP and NH3- N of Nanfeihe river are calculated and analyzed with the established water quality model under the condition of different flow frequencies. Utilized method is section-beginning control.Taking COD for example, according to dirty water inside COD handling under the different type the different scale handles expenses, the engineering of the combinative dirty water returns to use , establish the dirty expenses function that water handles, in addition the fluid matter controls, the volume of production controls with change the stipulation of deal, constituting the Line program, using the reduction method that the procedure of MATLAB beg dirty in each row of solution.The determination of environmental capacity in Nanfeihe river is capable of simulating and forecasting the water quality, providing basal data for total pollutants control and scientific basis for pollution management.
