The Study On Theory And Practice Of Cleaner Production

In this article, which was started with the cleaner production s concept, detailed statement and its development, the importance and the objective inevitability of Cleaner Production promotion in China is also elaborated. According to the PREMA (Sino-German cooperation project: Environmental management for SMEs), the author analyses the effect of the PREMA in China and presents improvement opinion.Through the analysis at national level and at enterprises level, it was pointed out, idea and sense, legal regulations, politics, economical status and technical level are the limitation factors for the promotion of Cleaner Production in China. In order to settle these problems, this article found the pursuance mechanism of Cleaner production included technical mechanism, management mechanism and policy mechanism. And the policy mechanism is more important than other factors. As conclusion, the Cleaner Production in china should be promoted not only mainly by governmental compulsory, but also by some other necessary mechanism e.g. encouraging mechanism, support mechanism, pressure mechanism etc.Both theory and practical application are discussed in this article. In comparison with others, this article is innovative in the following aspects: 1, theoretical analysis of Cleaner Production is supported with logistics element, value element and also economic element; 2, the advanced management mode for cleaner production is analyzed with the traditional management mode. Third, according to the experience in PREMA, the author improves environment cost account system.
