Research On The Promotion Strategy Of Clean Production In Baoji City

Cleaner production is an important strategy for the sustainable development of industry in our country,is also the important measure of pollution control from the end to the whole process of production since the 12th five-year plan,clean production in industrial industry is an effective way to achieve sustainable development of energy conservation and emission reduction in the industrial industry in the future.Focus on whole process control,enterprises can reduce energy consumption and the production of pollutants,reduce the pressure of the terminal management,to achieve the purpose of energy saving,consumption,reducing the pollution and increasing efficiency.In the past ten years,the practice of clean production promotion has proved that the implementation of cleaner production can make enterprises achieve significant environmental,economic and social benefits.In this paper,based on the principle of cleaner production and the related theory,aiming at the current situation of cleaner production in Baoji city,by choosing two typical industry to carry out the cleaner production,analyses the problems existing in the Baoji cleaner production work,and puts forward measures and suggestions,in order to provide reference for Baoji to promote cleaner production.The main contents of this paper include:First of all,the research background,research significance,domestic and foreign clean production overview and research contents and technical route are reviewed.Secondly,the relevant theoretical basis of cleaner production is studied,including the discussion on the connotation of clean production,and the analysis of the relationship between environmental economics&circulation economics and the cleaner production.Thirdly,the present situation of cleaner production is analyzed from the measures and effects of cleaning production in Baoji city.Take Baoji cement industry and paper industry to promote clean production performance as an example,using quantitative analysis method and comparative analysis method,this paper summarizes the practice of promoting clean production in Baoji city;through the evaluation of two industry clean production index system,summarizes the obstacles faced by Baoji city in the aspects of cognition,technology and talent,capital support and service institutions.Finally,on the basis of the above research,this paper puts forward the suitable mechanism of promoting clean production for Baoji,including the policy mechanism,the technical mechanism and operating mechanism,and the operation of the specific measures and suggestions are given.
