Developing Western Area economy and improving Western ecologicalenvironment are core contents for Western Development. Xi'an is a capitalcity of Western Area and Beilin District is central zone of Xi'an. It's an urgentproblem need to solve while developing economy and gradually improvingenvironmental quality of the area. Total Amount Control of AtrmosphericPollution is a new method. It's a reliable and scientific way for resolving theseproblems.The text is based on meteorological data of Xi'an in recent ten years andpollutant source data of Beilin District in winter, with SO2 as program controlfactor and reach National Secondary Standard for environmental quality in thearea as aim. The text brings forward sieving important pollutant source firstlyand establishing various governing plan according to their base volume ofdischarge and determining investment and decreasing volume of pollutantPagain, and then with the added result of these two variables non-dimensionedas system optimization aim, deriving the best optimization solution of leastinvestment and least reduction for the system.
