Total emission control of atmospheric pollutant is to control air pollution from anintegrated viewpoint,and it is an effective way for improving the quality of regionalatmospheric environment to this pollution control method,two parts of content aretypical .One is how to determine the total allowable emission of pollutant,the other is how toshare the allowable emission in all the pollution sources .The two points form the foundationof all kinds of methods prevalent today for total emission control of atmospheric pollutant.Although previous methods have made much effect in practice,they are not to be perfect.Because of the complexity of the atmospheric system,no method for total emission control ofatmospheric pollutant which is most universal,reliable,and feasible appears to be used inenvironmental protection yet .So,it's necessary to do deeper research on the method of totalemission control of atmospheric pollutant.Firstly, it introduces the background, notion and connotation of total-amount control,analyses the development of total-amount control theories in domestic and overseas , amongwhich total-amount control ideas in Japan and America are introduced in details , and thedevelopment of environmental protection in China is reviewed briefly.Secondly, according to the analysis of a great deal of literature,a review of the methodsused widely in our country for the control of total emission of atmospheric pollutant is made.The text based on meteorological data of Longjing in recent ten years and pollutant sourcedata of the city, with SO2 as program control factor and reach National Secondary Standardfor environmental quality in the area as aim. The new way to make a plan for total emissioncontrol of atmospheric pollutant is presented in which the process of the control is dividedinto three steps. In the first step,an improved A-P Value method is used whose results aremore accurate. In the second step, according to the concentration contribution of everypollution source to the controllable points,each source is allocated allowable emissionamount. By doing so,each source's responsibility to maintain regional atmospheric quality isdetermined. In the third step,the control plan drawn in the former step is adjusted to theactual condition, deriving the best optimization solution of least investment and leastreduction for the system. Finally, confirm total volume control programming plan for SO2 inLongjing zone finally. The text use three steps in total volume control programming for atmospheric pollution,realizing in deed organic connection of source strength optimization and economyoptimization, also with A-P value method, mltisource method and optimization methodconnection, making the study result of it simple, practical and operability. It provides newmethod for establishing integrated governing plan in environmental nonattainment area.
