The purpose of this paper is to develop the resourceful oil shale as a rubber reinforcing filler.Some testing methods such as X-ray diffraction, scanning electronic microscope and pyrolytic-chromatography were applied to characterize the composition, structure and surface morphology of oil shale powder(OSP). The results showed that oil shale is formed from kaolinite and a few quartz. The particle size of OSP can reach 1~10um after being grinded, and the surface morphology of oil shale particle is irregular. OSP can be used as a rubber reinforcing filler because there are some organic components in it.The methods of interlayer and adjusting crystal superficial structure were used to modify the structure and interface of OSP. The dosage of the three interlayer reagent, CH3COOK, HCOOK, DMSO and KOH which is crystal superficial-changing reagent, and the cooperating effect between them were studied, then the optimal modified technics was found. From the results, the conclusion of the interlayer effect of CH3COOK was better than that of the other two interlayer reagents.
