The result of the evaluation of all provinces and cities by The National Environment Monitoring Station showed that the index of the ecological environment quality in Fujian won the first. That is relevant to 65.2 percentage of forest cover in Fujian. Even if so, Lizaiming president of the Fujian Environment Protection Bureau said that the ecological environment of Fujian is still frail, the forest structure is not rational, the soil erosion phenomenon is still obvious, the pollution caused by the livestock farming industry is serious, the trend of soil deterioration is still existing, the alien species do damage to the ecosystem of partial watersheds and zones ,the trend of the ecological destruction is not forbidden basically, the environmental quality of partial cities and watershed droped compare with that of last year.The Minjiang-river is the biggest watershed in Fujian province and it's area is half of the whole province area, the ecosystem of the Minjiang-river watershed also is a better watershed, but its ecosystem is not optimistic either in recent years and existing the aggravating ecosystem problems. These problems have became factors which restrict the development of economy. the main performance is that stability in the ecosystem system turn weak, such as the disaster of waterlog, pollution of the environment and soil erosion etc. However, how to analyse the ecosystem environment that presents the condition of the Minjiang-river, how to quantifically analyse the current ecosystem and which index to will be take to measure and how to make sure each index's power. This is a problem deserving of study. All above problems have been defined in Methods of Environmental Quality Assessment that been printsmaned by Nation Monitor Agent at 2003. Therefore, this paper won't to detailed on it but main content on how to obtain the data of these indexes and environment assessment.There are lots of methods to obtain the above data. But the traditional methods not only cost much work, but also is disadvantage in renewal, and can't reflect the variety of realistic circumstance in time. So, many countries in the world currently have actively developing and handling the Earth information technique that regards RS(remote sensing), GIS (geographic information system), GPS(global position system)as the representative. They obtain, handle and analyze space data about the Earth nature and the humanities main factor by numeral. On the basis of it, they put forward science project and pithiness measures to resolve the resources environment problems, strengthen the reaction ability to the heavy national disaster.This paper is completed under this background. The paper makes use of "3 S" technique to analyse and handle data obtaining for the first time during environment quality assessment prosess of Minjiang- river watershed.
