Investigation on the interrelationships between ecology and hydrology is one of global foci research subjects. The ecological and environmental water requirements' (EEWR) study is kernel problems to evaluate the linkages of hydrologic processes and ecological processes and to describe the correlation of ecological development and water resources. Beginning from the relationship of the ecological environment and water resources, this thesis discusses the development of research on the ecological and environmental water requirements at home and abroad, analyzing the conceptions of ecological and environmental water requirements and introducing the essential and general principles of it. On the basis of above analysis, the main existent problems in this field are pointed out. At the same time, the questions to be studied in the field of the ecological and environmental water requirements are put forward from two aspects of theory and practice.Based on theories and calculational methods' research, the amounts of the ecological and environmental water requirements inside and outside river are calculated in Jinjiang River Basin. In the course of calculating the ecological and environmental water requirements of inside river, With the help of multiple statistics forecasting model, the amount of ecological and environmental water requirements inside river in Jinjiang River Basin is 16 × 10~8m~3, which is about 28.9 percent of the average gross of surface water flow of many years (55.29 × 10~8m~3). Then, by using remote-sensing (RS) data and GIS technology, the thesis educes that the amount of ecological and environmental water requirements outside river of Jinjiang River Basin currently is 21.68 × 10~8 m~3. In addition, the two items of research results are analyzed and evaluated. In the end, improving measures and suggestions are put forward on how to configure, save and protect water resources in Jinjiang River Basin through the analysis.
