The Study On Establish The Ocean Surface Of Bohai Sea Prevent The Ships Pollution Stereoscopic Moniter Of The System

Bohai sea, an inland sea of China, plays an important role not only in economy but also in the entironment of the Bohai region. However, in recent years, Bohai sea has been seriously affected by large amount of pollutants, and this has aroused great attention among the public and state government.Having been involved in the practice of law enforcement for so many years in the administration of ship's safety and pollution prevention, the penman here considers the spill monitoring as the key ring in the chain of measures in preventing Bohai sea environment from deteriorating. Based on an investigation and research study on the facilities, operation models, international conventions, relevant law and regulations in tri-dimensional monitoring techniques, and an analysis on the behavior of oil spilled at sea, images sent by satellite and radar, the establishment of tri-dimensional monitoring system is therefore concluded as feasible.This article mainly discusses on the formation of tri-dimensional monitoring system, working principle, information processing and support, etc. The study shows that the monitoring system is expected to comprise of five major parts. They are namely CCTV remote sensing, VTS remote sensing, ship radar detecting, aviation remote sensing and satellite remote sensing. And with the conditions for such system in Bohai sea ready at present, the monitoring net work is sure to set up, if provided with additional equipment and financial support.
